Achievements

 One of the most significant achievements was the development of the Child Health Equity Framework, created by young people as part of the Children and Young People’s Health Equity Collaborative (CHEC). This collaborative brought together the UCL Institute of Health Equity, Barnardo’s and three Integrated Care Systems, South Yorkshire, Birmingham & Solihull, and Cheshire & Merseyside, and ran from 2023 to 2025.

Action on the social determinants of health is essential in improving health outcomes for children and young people and reducing health inequalities. However, these determinants are often not sufficiently addressed in the policies, services and interventions designed to support them. This framework was developed with direct input from children and young people across the three ICS areas and provides a clear, youth-informed foundation for system change. An important part of this work is the independent evaluation by M.E.L Research examined the CHEC programme in depth, involving SY Champions at every step from helping design the questions to ask others and also giving their own feedback through interviews and focus groups. The evaluation explored the programme’s outcomes, mechanisms for change, contextual factors affecting implementation at programme and ICS level, and next steps for embedding action on the social determinants of children’s health. The report also includes the Institute of Health Equity’s evaluation of the ICS pilot initiatives, which were informed by children and young people’s insights. The evaluation shows how CHEC provided proof of concept for partnership-based, preventative approaches and the value of co-production in strengthening governance, embedding new ways of working and improving wellbeing, resilience and mental health outcomes for children and young people.
